Both are good choices, though if you go Scourge you’ll have to either drop one of the feats listed below or splash a fighter level to get another feat. Decide which enhancements you really want before deciding on race. But keep in mind any points spent in the Scourge tree take away from points you can spend in the Falconry/Radiant Servant trees (with the exception of any racial tree only points you may have from racial AP tomes or racial past lives).

PDK gets a free feat and human damage boost, while Aasimar Scourge has a better racial enhancement tree overall and an inherent +2 to WIS. Which is better, PDK or Scourge? I think they’re about equally viable. Keep in mind you'll still need access to the Falconry tree for this build, which isn't free to play but can be unlocked on a per character basis with 700 free agents favor or bought outright in the DDO store.
So only choose Human if you want to run this build on the cheap. You also wouldn't have to limit yourself to mauls. So Human will have lower melee DPS than PDK but will basically equal in all other respects. Human is worse than PDK or Scourge since they can't access Silvanus, but has the advantage of both being a free to play race and not costing the player any DDO points to LR out a forced first level. If you don’t have access to an iconic or want to run this for a heroic life, I'd choose Human or base Aasimar. Scourge will get a higher WIS score, but PDK gets an extra feat and human damage action boost. You’d miss out on the radiant servant capstone and 1 caster level but gain an additional feat and access to haste boost in tier 1 Kensei. Though for PDK you could optionally choose to leave the fighter level. Both require you to purchase a +1 Lesser Heart of Wood from the DDO Store to remove the forced first iconic level. PDK and Aasimar Scourge are the clear two best choices as they both are able to take Silvanus diety feat for +2 critical range bonuses to mauls and both have some nice low hanging fruit on their enhancement trees. PDK or Scourge (if free to play, choose Human but it is much less optimal) As well as the radiant servant capstone which isn’t that great – but it’s decent. Also, pure gives better casting abilities, more caster levels and more spell points which is a nice perk. This build is giving up some survivability for better healing/DPS. It just makes for a more defensive build over offensive which is not this build’s goal. This is not to say running something like 17cleric/3 pally is bad. Also, focusing on healing is more important than in the past. The epic defensive fighting feat existing and Falconry enhancement tree existing make pally/fighter splashes less appealing than they were in the past. So while this is not a top tier build by any means, it is viable. You won't be solo'ing any high reaper endgame content with this build but I have solo'ed content anywhere from R1 through R5 at level 30 with this build. Capable of soloing endgame reaper content. Using Falconry with WIS to hit/damage and CC with a focus on Two Handed Fighting utilizing Silvanus with Mauls.
